CUPCCAA
The California Uniform Public Construction Cost Accounting Act (CUPCCAA) is under the umbrella of the California Uniform Public Construction Cost Accounting Commission (CUPCCAC) and provides for alternative bidding procedures when an agency performs public project work by contract.
Licensed contractors interested in being listed as an eligible Contractor on the AESD’s Informal Bid List must:
- Have a current license and are subject to verification through the CA Contractors State License Board;
- Comply with SB854 and must be registered with the Department of Industrial Relations (Labor Code Section 1725.5) (Information on SB854 can be found at the California Department of Industrial Relations and;
- Register through the District by submitting a completed online form utilizing the link below.
Public Works Requirements
Public projects of $60,000 or less may be performed by negotiated contract or by purchase order [PCC22032(a)]
Public projects of $200,000 or less may be let to contract by the informal procedures set forth in the Act [PCC22032(b)]
Public projects of more than $200,000 shall be let to contract by formal bidding procedures [PCC22032(c)]
Per California Public Contract Code Section 22032, any Public Works Project that is estimated to be below $200,000 is subject to the Informal Bidding Procedures set forth by CUPCCAA. All trades categories are subject to Informal Bidding Procedures.
Each year, participating Districts place an ad in various construction trade journals inviting all licensed contractors to submit the name of their firm to the District for inclusion on the District’s list of bidders for the following year.
